WP 6.2.1 D 6.2-1 - Project Goals Assessment Tool
EXECUTIVE SUMMARY:
The Technical Annex specifies that to be totally successful, FLYSAFE must not only achieve its technological objectives, but also prove that these objectives are met.
The good achievements of all goals and objectives must be displayed with methods and tools “as objective as possible”, during the validation and evaluation phase of the project.
The purpose of WP 6.2.1 is precisely to define these methods and to achieve a first realisation of the tool that will allow to assess the achievement of the project objectives.
As the tool must be fitted with these objectives, the first task of WP 6.2.1 has been to extend and consolidate the breakdown of the top-level objectives in lower level, quantifiable, objectives.
The second task of WP 6.2.1 has been to review the possible candidate tools, available in the market or from other projects known by the partners, to evaluate them, and to decide between the selection and adaptation of one of these tools and the development of a new one.
Consequently, the results of WP 6.2.1, which ran from T0+3 to T0+6, are:
A project objectives list
An evaluation of existing tools
The selection of a tool for FLYSAFE: the “PGAT”
The realisation of a first version of this tool
The description of the method to use it in FLYSAFE.
This method will consist in capturing all project objectives, defining specific realisation targets and quantifying the status of the achievements using weight functions. The output will quantify with a percentage how the project-defined objectives have been achieved. The method will be implemented in a tool adopting a structured tree-calculation approach.
Once tests upon the criteria of achievements of sub-objectives are made, the corresponding sub-objective achievement values will be entered in the tool, allowing an assessment of the achievement status.
For this, the input to the tool will be reviewed periodically via status reporting and project management meetings.
