EXECUTIVE SUMMARY:
The WP 1.1.2 of FLYSAFE is dedicated to the pre-assessment of the market acceptability of the products, functions and systems, which are envisaged for development to contribute to the safety of the air traffic.


It is run in parallel with the WP 1.1.1, defining the requirements of these items, and its objective is to confirm that the solutions envisaged in FLYSAFE to respond to these requirements can be accepted by the market, and more broadly to the aerospace community, so as to avoid engaging in dead ends.

Despite it was initially envisaged to make a quantitative analysis, in appraising on one hand the costs of the envisaged solutions, and on the other hand the price the customers or stakeholders would be ready to pay for them, the WP team had to acknowledge that this could not be achieved in the context of WP 1.1.2. However, the team agreed, and was able to conduct a very fruitful study on the qualitative assessment of the expectations and interests of the pilots, airlines and other stakeholders.

There are two sets of systems envisaged for development in FLYSAFE: on-board systems on one hand, and ground means on the other hand. These two sets of systems will be proposed for sale to, and handled by different categories of persons: whilst the on-board systems are proposed for sales to airlines and used by crew, the ground systems will be procured by national authorities, will be operated by Meteorological agencies, and will provide data to airlines and AOC / ATC personnel. For this reason, two parallel studies have been conducted, leading to the production of two main chapters of this report: chapter 4 and 5.

The assessment of the acceptability of the on-board systems by pilots and airlines was made primarily through the definition and distribution, on a public web site, of a questionnaire, for completion by all interested pilots and airlines. For this report, in version A, 84 responses were received, allowing a first analysis. A more comprehensive analysis will be made in November 2005 taking into account all responses received until then.

Regarding the means to be developed on the ground: the Weather Information Management Systems (WIMS), the WP allowed to make a review of the existing studies in this area, which provided the basis for a synthesis of the stakeholders expectations and the gains that could be obtained in that area.

The final section of this report provides the summary results of both studies for the whole FLYSAFE team, for the definition and selection of the most appropriate solutions from an end-customer (i.e. pilots and airlines but also ATC and airport authorities) perspective.
