WP 2.1 Weather Impact Studies

This work package will further examine the impact of weather on air transport, both on safety and on efficiency. The size and dimension of weather impact on aviation will be documented. Results will serve as a metric against which, in the long-term, the progress made through FLYSAFE can be assessed, particularly the improvement brought about by the WIMSs.
 
A safety and risk analysis of the weather impact on safety of aviation will be performed, based on existing studies and reports, and will be supplemented by WP 2.1’s own research. Weather-related accidents and incidents will be analysed with respect to regional and seasonal distribution, airports and airspaces, flight phases, flight category and aircraft type. Weather hazards will be identified and their relation with other accident or incident sources will be evaluated. The focus is on Europe but other parts of the world will be included too, if possible. Finally, a comprehensive global weather risk assessment will be performed including recommendations and conclusions.
Based on the results and insights gained during the project, methods will be elaborated to see how the expected long-term mitigation of risk, incidents and accidents can be assessed (safety metrics).
 
Another task is to evaluate which part of the air traffic management and operations are affected by weather and what is the quantitative effect in terms of delay, punctuality and cost. It will identify the prominent adverse weather elements in terms of seasons, regions and local distribution.
 
As safety and capacity are frequently connected, it is important to consider safety and capacity measures in parallel and to investigate the relations between both fields. The final results are a comprehensive assessment on airport and en-route related weather impact and a comprehensive global analysis. Trends and recommendations will be discussed with emphasis on all-weather operations.
